Primary Duties

The Utilities Engineer manages multi-disciplinary utility-based engineering projects within the water and wastewater utilities. The incumbent develops capital and asset management plans to support organizational priorities and deliver safe and reliable services to customers in accordance with Utilities Kingston’s mission, vision and values.

Major Responsibilities:

1. Design water and sewer infrastructure projects that incorporate engineering best practices and design principles while coordinating various other infrastructure projects including natural gas, electric, roads and storm sewers.
2. Maintain current knowledge of and expertise in government and external agency approval and permit processes required to prepare and submit permit and approval applications.
3. Maintain current knowledge of and expertise related to Canadian and Ontario codes and standards for design, construction and operation of water and sewer infrastructure
4. Produce procurement documents in accordance with Utilities Kingston purchasing policy.
5. Provide Contract administration oversight, including payments and budget management throughout the life of a capital project.
6. Review externally generated design work for compliance with design parameters, engineering best practices and principles that also reflect the values of the company.
7. Coordinate multi-disciplinary activities with internal and external stakeholders.
8. Develop and review engineering documentation, analyze and resolve technical issues.
9. Conduct public information sessions and communicate with the public and stakeholders as required.
10. Develop capital plans and budgets for work plans and ensure designed work is consistent with identified budget.
11. Assist in the development of water and wastewater maintenance, rehabilitation and replacement projects.
12. Maintain current knowledge of standard industry contracts and revise contracts and special provisions and specifications for project specific requirements.
13. Ensure Utilities Kingston maintains compliance with contracts and applicable laws and regulations.
14. Provide internal stakeholders with engineering guidance on regulatory requirements, best practices, utility conflicts, quality assurance control reviews and troubleshooting.

Education, Certification and Other Qualifications Required

Skills and Abilities:
• Advanced MS Office skills
• Advanced communication skills both written and verbal
• Intermediate skill in the use of ArcMap GIS
• Advanced time management and prioritization skills
• Intermediate project and budget management skills
• Intermediate heavy civil/industrial facility construction project management skills

Knowledge:
• Advanced knowledge of hydraulics, hydrology, pipe and pump flows, water and wastewater treatment
• Intermediate knowledge of water and wastewater design principles
• Intermediate understanding of Contract Law
• Basic knowledge of applicable acts and regulations
• Intermediate knowledge of various means of services procurement (RFP, Tenders etc.)
• Intermediate knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements

Experience:
• Bachelor’s Degree in Civil, or Water Resources Engineering
• A Licensed Professional Engineer with a minimum of 3 years of experience working as a licensed engineer.
• 3-5 years' experience with municipal water and wastewater planning and design of linear and facility assets.
• Project Management Professional is an asset
• Class G drivers’ licence
