Primary Duties

The Utilities Engineer reviews analyses, and models infrastructure growth and development plans and proposals. The incumbent works within Utilities Engineering’s Asset Management division to provide technical expertise in the area of hydraulic modelling to support infrastructure planning. The incumbent contributes to utility planning exercises to support organizational priorities and deliver safe and reliable services to customers in accordance with Utilities Kingston’s mission, vision and values.


Major Responsibilities:

1. Provide technical expertise and oversight regarding hydraulic modelling for water and sewer infrastructure planning.
2. Assist with hydraulic modelling of sewers and watermains including model development and calibration
3. Prepare technical analyses and design studies
4. Assist in establishment of standard modelling procedures and reporting.
5. Assist with data management of large computer models.
Collaborate with a multi-disciplinary project team to undertake servicing/feasibility studies,
6. Develop water and wastewater capacity analysis tools and complete capacity analyses.
7. Maintain current knowledge of and expertise related to Canadian and Ontario codes and standards for design, construction and operation of water and sewer infrastructure
8. Assist in asset management plans and administer projects and programs.
9. Complete risk analyses using various tools and develop recommendations.
10. Develop capital project plans by identifying system requirements and scope of work.
11. Produce procurement documents in accordance with Utilities Kingston purchasing policy.

12. Coordinate multi-disciplinary activities with internal and external stakeholders.
13. Develop and review engineering documentation, analyze and resolve technical issues.
14. Conduct public information sessions and communicate with the public and stakeholders as required.
15. Contribute to capital plans and budgets for work plans and ensure designed work is consistent with identified budget.

Education, Certification and Other Qualifications Required

Skills and Abilities:

• Advanced MS Office skills
• Advanced communication skills both written and verbal
• Intermediate skills with ESRI ArcMap and ArcGIS Pro
• Advanced time management and prioritization skills
• Basic/intermediate skills in water and sewer hydraulic modelling

Knowledge:

• Advanced knowledge of hydraulics, hydrology, pipe and pump flows, water and wastewater treatment
• Intermediate knowledge of water and wastewater design principles
- Intermediate Knowledge of data management software
• Basic knowledge of applicable acts and regulations
• Basic knowledge of various means of services procurement (RFP, Tenders etc.)
• Basic knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements

Experience:

• Bachelor’s Degree in Civil, or Water Resources Engineering
• Experience in analysis, review and modelling of municipal infrastructure growth and development plans and proposals
• 3-5 years' experience with municipal water and wastewater planning and design of linear and facility assets is an asset.
• Project Management Professional is an asset
• Class G drivers’ licence
