Primary Duties

As Utilities Kingston continues to adapt and respond to significant growth in housing development in the City of Kingston, our organization is at the forefront of infrastructure design, development, and renewal. We are expanding and enhancing our existing asset management practices and programs and working to integrate climate action requirements into our asset management practices. This has led to the emergence of new and exciting opportunities at our organization. The Manager, Asset Management & Climate Action is responsible for leading a team of six staff in the delivery and ongoing management of an effective asset management program for the organization which encompasses multiple utilities. The Manager is also responsible for developing, planning, measuring, monitoring, and reporting on the climate action leadership goals and ensuring their integration into the asset management program.

The Manager will interact on a regular basis with colleagues and peers, providing exceptional leadership, customer service, communication, and strategic insight. Provide recommendations on climate action initiatives, prioritization of the organization’s infrastructure replacement needs given available financial resources and new infrastructure funding supported by evidence-based decision making. Collaborate cross departmentally to discuss and address current and changing business needs by analyzing, recommending, and implementing corporate performance solutions and process enhancements as they relate to the effective use, management and replacement of the utility infrastructure assets and delivering on approved program service levels.

Major Responsibilities
• Provide leadership to the climate action and sustainability group including coaching, motivating, and developing staff, providing resources where required to meet expected outcomes.
• Lead the asset management team in the development, implementation and ongoing maintenance of an enterprise Asset Management Program and support the development of standardized asset management plans for each utility. This will include overseeing the development and alignment of the organization’s approach, policies, strategies, practices, processes, and software systems related to asset management with leading practices, and Municipal, Provincial and Federal standards, reporting requirements and regulations, including the Ontario Regulation 588/17.
• Coordinate the development, implementation and oversight of Utilities Kingston’s asset management program governance structure, practices, and ongoing management.
• Oversee the development, implementation, and maintenance of data collection measures assessing effectiveness, progress and outcomes related to Asset Management Program.
• Collaborate with all departments to implement new corporate policies, practices, processes, and systems that improve work order management, capital planning and asset lifecycle management processes and practices.
• Facilitate the complex relationships between asset management and utility operations. Work to modernize and support the strategic asset management objectives through the development of information technology systems that integrate people, data and information, tools, and processes.
• Oversee the development and management of Utilities Kingston’s climate action leadership goals, including Utilities Kingston’s climate change response, long-term planning strategies and corporate frameworks to support the utilities and ensure objectives are communicated throughout the organization.
• Foster engagement and a positive work environment and ensure transparency and consistency in dealing with staff.
• Promote and provide guidance and regular communication on corporate programs and policies, setting expectations for the role of employees relative to organizational values. Help to foster Diversity, Equity and Inclusion in the workplace.

Education, Certification and Other Qualifications Required

Skills and Abilities
• Intermediate MS Office skills and proficient with GIS applications.
• Ability to foster change within the organization.
• Advanced written and verbal communication skills and the ability to effectively write reports and deliver presentations.
• Intermediate/advanced project management skills.

Knowledge
• Advanced knowledge and experience working with asset management principles and standards such as ISO 55000
• Knowledge of environmental sustainability and climate change issues and their impact on utility sectors.
• Knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization, and operational requirements.

Experience
• Post-secondary education in Engineering, Environment and Sustainability, Asset Management, or a combination of relevant education, knowledge, and experience.
• Demonstrated experience managing and maintaining asset management and work management software systems, considered an asset.
• 3-5 years of experience in asset management and/or environment and sustainability management roles, utility sector experience is an asset.
• Project management experience: PMP certification is an asset.
• 3-5 years of supervisory experience, in a unionized environment preferred.
